Lucknow, Oct 13 (INB) The Uttar Pradesh State Transformation Commission (UP STC) has invited Expressions of Interest (EoIs) from individual consultants and firms to prepare a comprehensive Standard Operating Procedure (SOP) manual for Chief Minister Model Composite Schools being developed across the state. According to the public notice issued by the commission on Tuesday, the initiative aims to establish uniform operational guidelines for academics, discipline, administration, finance, safety, security, transportation, catering and information technology in the proposed schools. The Mukhyamantri Model Composite School Programme was launched by the Uttar Pradesh government through a government order dated February 11, 2025, to provide integrated education from Bal Vatika (pre-primary) to Class XII on a single campus. Construction work on 150 such schools has already begun, the notice stated. Each school is being developed on 5-10 acres of land with an investment of Rs 30 crore. The campuses are designed to accommodate 1,500-2,000 students and 125-150 teachers. The proposed facilities include smart classrooms, advanced science and computer laboratories, robotics centres, digital libraries, sports stadiums and residential provisions for staff. The programme also envisages electric buses or vans to transport children from villages and mid-day meal arrangements for up to 2,000 students at each school. The commission said the SOP manual is intended to ensure consistency in school operations, strengthen risk management and safety compliance, and improve administrative efficiency. The guidelines will also be aligned with the National Education Policy (NEP) 2020, CBSE guidelines and applicable state regulations. Applicants must have a master’s degree in education management, business administration, public policy, social science or a related discipline. They should have at least five years of experience in organisational design, process mapping or SOP preparation for educational or corporate institutions, along with expertise or strong knowledge of K-12 school operations, compliance frameworks and technical writing. Interested consultants and firms have been asked to submit their EoIs, along with a financial quote, credentials and proposed methodology, by October 30, 2026, at 6 pm.
